7.2 All electronic equipment is prohibited with the exception of time keeping equipment, electronic compasses (but not those that may also indicate wind shifts).
What is meant by this rule?
Any compass that shows a change in bearing regardless of what unit it is measured in indicates a wind shift.
So why allow the old fashioned, harder to find now-a-days type, but ban the modern equivalent

It means that the tactic compass is allowed, but the one with the header and lifter bars at the side isn't allowed.
