It's a long way away from UK but Malaysia in February/March has great winds (mostly), hot weather and great food and people. The PSC International Regatta is held every year at Penang Swimming Club with Open Dinghy, Laser, Windsurf, Optimist and Access classes. The dates are 29 February - 2 March.
